Voting helps a server, sure. However, there's a need for actual money too. If someone is willing to give the server a donation to keep the server running, since hosting costs money, they should be rewarded in kind. Honestly, voting shouldn't even be rewarded -- it should represent how many players genuinely believe in the merit of a server and think it needs to get more recognition, not how good the rewards are that are given by a particular server.
Unfortunately, most servers give rewards for voting for them, so Skaia does the same, with incentives like the voter rank (which is honestly a really cool rank) and diamonds. Voting brings more players to the server, which is super helpful, but donations keep the server in existence, which is straight up necessary. The difference in need and utility to the server is quite vast, and is represented by the difference in voter and donor rewards.
